Australia's Low Income Tax Offset Means Some Workers Pay Zero Tax

The LITO and LMITO offsets mean Australians earning under $45,000 can significantly reduce their tax bill — some to zero. Most people don't even know they exist.

The Tax Offsets Hiding in Your Return

Australia has a progressive tax system, but layered on top of the basic rates are tax offsets that reduce your actual bill. The most important one for low-to-middle earners is the Low Income Tax Offset (LITO).

If you earn $45,000 or less, LITO reduces your tax by up to $700. Combined with the tax-free threshold of $18,200, this means Australians earning up to about $21,884 effectively pay no income tax at all.

You don't need to apply for it. The ATO applies LITO automatically when you lodge your tax return. But understanding how it works helps you plan your finances better.

How LITO Works

The Low Income Tax Offset provides:

  • $700 reduction for taxable incomes of $37,500 or less
  • Phases out by 5 cents per dollar over $37,500
  • Completely gone at $66,667

So if you earn $30,000, your calculated tax would be $1,717 (based on marginal rates), but after LITO subtracts $700, you actually owe $1,017.

If you earn $20,000, your calculated tax would be $263, and LITO wipes it to $0. In fact, anyone earning up to approximately $21,884 pays zero income tax after LITO.

The Medicare Levy Interaction

There's a catch many people miss. Even if LITO reduces your income tax to zero, you might still owe the 2% Medicare Levy. However, the Medicare Levy has its own low-income threshold:

  • Singles: No levy if income is $24,276 or less (2024-25). Reduced levy between $24,276 and $30,345.
  • Families: Higher thresholds apply based on number of dependants.

So if you earn $22,000, you pay zero income tax (thanks to LITO) and zero Medicare Levy (thanks to the low-income exemption). Your take-home is your gross pay minus super contributions.

Stacking With Other Offsets

LITO combines with other tax offsets you might be entitled to:

Senior Australians and Pensioners Tax Offset (SAPTO) — worth up to $2,230 for singles. Combined with LITO, seniors can earn up to approximately $33,082 tax-free.

Private Health Insurance Rebate — if you have private cover, the rebate reduces your premium by 24.6% to 32.8% depending on income and age. It's applied either as a direct premium reduction or as a tax offset at lodgement.

Practical Strategies

If you're close to a threshold, small decisions can make a big difference:

  • Contributing an extra $500 to your super as a salary sacrifice reduces your taxable income, potentially keeping you in LITO's full $700 zone
  • Claiming all eligible deductions (work-from-home expenses, uniform costs, union fees) reduces taxable income. The ATO allows a simplified home office deduction of 67 cents per hour
  • Timing income — if you have variable income (freelance work, overtime), understanding which tax year it falls into can affect your offset

If you're a part-time worker or student earning under $18,200, make sure you've submitted a Tax File Number Declaration to your employer with the tax-free threshold claimed. Otherwise they'll withhold tax you don't owe, and you'll wait until your return to get it back.

How to Check Your Offset

When you lodge your tax return (through myGov/myTax or a tax agent), LITO is calculated automatically. You can see it as a line item in your Notice of Assessment.

If you use the ATO's Simple Tax Calculator online, enter your taxable income and it shows you the exact offset amount and your final tax position.

The key takeaway: if you earn under $45,000, you're almost certainly paying less tax than the marginal rate tables suggest. And if you earn under about $22,000, you may owe nothing at all.
